Hmm... This chibi is cute but is not very with me....
I'd really pay attention on the eye shape and placement, as they seem to be bland to me. The head size, I accept, since it is a chibi, but the shape is pretty much an oval or a circle, there seems to be an outgrowth on her head, like a trapezium.
I think her hand is too short with a chibi like this .., the shoulders to small . I don't think this is perfect chibi.I've think maybe you areneed to draw guidelines first or study drawing chibi...

The hands are pretty well done, but the shoulders are to be even. And the legs, I'd work on that, bro. Maybe you need to draw guidelines first, so you know what's where.

yea , my proportions are the worst >.> , and i did not draw a single guideline , they come as a part of sketch right ? idk how to sketch i directly start of teh picture , i want to learn how to sketch but when i google , all i can find is that pencil portraits , i mean com , i wanna know how ppl sketch digitally , the first rough sketchs , but no google doesnt want to hear me clearly >.<

Guidelines could may as well be your best friend, but I never liked those finicky lines. You could always draw freehand, but I understand that it may take a longer time to get the proportions right then! I took three years, give or take to get some of it right.
I think people use layers, do you use one? The first layer could be used as a rough sketching layer, the second a more refined one and so on. What program do you use? I honestly cannot help with digital art, cause I'm still less than a beginner
Google for anatomical guidelines? IDK if it'll work, but still.
