Vision: The composition is amazing. You have the very detailed left portion, the tall portion in the middle, and the bridge that acts as both leading lines and eye candy because of the color scheme. Because of the three distinct portions, it makes your eye jump all over the place, making the viewer look even longer at the photo, which in return gives them more time to appreciate it. The only reason this isn't a 5 in my opinion is because of the sky. If the sky was less cloudy this would've been a five for vision.
Originality: Before I go on, Originality I believe is over rated. If you take a realistic approach of any major invention, you realize that in order to create masterpieces, we must take already well know elements and then perfect them. I've seen tons of reflection based photos, but this is the first I've seen that is both at night and a long shutter photo. Also, this is the only night photo for top most popular panoramic's.
Technique: The only problem I have is that the bottom land section kind of draws away from the waterscape theme. Maybe it could have been framed higher.The long shutter adds tons of atmosphere, almost conveying a city-of-lights esque appearance
Impact: Immediately when I saw this image, I thought if this doesn't get picked as a finalist, all my faith in humanity will be lost.This photo really is one of a kind, and because of the lights and the darkness surrounding it, it creates this contrast that just begs the eye to look at it. Also, it's also wide enough to keep all the important things cropped, yet wide enough to make the viewer feel that you're actually there. It just pops.

Those are the actual colors, I desaturated it a little, so in real life, the colors are a tad more vibrant.

Oh my dear God.
This is inspirational.
The ONLY little minor niggle that I have with it is the buildings in the center seems to have a little abberation, but that probably can't be helped in a panoramic. Well done.
