The Culture doesn't like to interfere in the affairs of other civilisations and 'a finely balanced degree of interference' has always the desideratum when doing so, from Consider Phlebas onwards.

So what is this? Well, it's a reflected, solarised, partially inverted partially rehued photo of a misted up car side window, plastic wrapped and re-exposed and generally recomposed into an abstract that somehow reminded me of the minds of the SC agents [Special Circumstances [link] ] or even the Culture 'Minds' themselves.
