Today's Care Bears Kid is another "Mayor for a Day" campaign official, Tom from DIC's Care Bears animated series. He appeared in the first half of the seventh episode titled "Mayor for a Day".

For Tom's involvement in this episode, he was attending the campaign as one of the officials, assigned to calculate the amount of votes, but when he later did at the announcement, it turns out that Professor Coldheart "won" the election, much to everyone's dismay.

Later in the episode, Tom sided with Paula Schaffer and other opposing kids in an argument with the kids that followed Coldheart's footsteps, until the Care Bears arrived to use the "Care Bear Stare" technique on the kids to make them innocent again.

Finally, after everyone charged towards Coldheart and Frostbite, Tom returned to his seat to check the amounts of votes and Paula was announced as the Mayor of Abbottsville for the day.

Tweaked his wardrobe to my liking. I wonder if that's the mayor's office in the background?
