City of Heroes lore talks about three ancient gods on earth, Hequat, Ermeeth and Tielekku. Ermeeth was a student of Tielekku and taught magic to humans, this resulted in a war between Ermeeth and the other two gods.

I figure there has to be other gods among those three, but they're not mentioned for some reason. So I had this idea that maybe some of the other gods simply left Earth for other planets/cultures/ect, and that one of those gods stumbled upon a planet with a very primitive tribal society.

The god watched the society develop, and over time started to help nurture them and aid in their development. Eventually the god revealed himself to the citizens of the world and introduced them to magic. The beings became so adept to magic, that it became part of their very existence and every being that was born had some special ability.

Fear-Frost was born with the ability to control dark energy and induce fears, something he feared his people could manipulate for darker purposes. Fear-Frost managed to convince another member to open a portal to some random world so that he might escape.

I'm sure we can all guess where this other world is...
