The term buggy has a negative connotation simply because you associate it with that.
buggy to me means, popping outward- which they were doing.
You hardly have buggy eyes by nature; it was your expression which lent that to your countenance.

That mental image is great it's like there's two little tiny horses in your eyes with blinders on pulling around two old dudes in bowler caps
And well buggies are pretty spectacular! Did you know one miniature horse can pull two adults in a buggy with little strain? Those little buggers are cute. But you oughta keep 'em off asphalt if you do that 'cos it hurts their feet but that's generally true of any horse.
