well- I'm going to assume you mean "flatting"- and it's a stage in the comic making process between the inking and the coloring. the flatter goes through the pages and colors everything a FLAT color. That way, when the colorist gets the file,they can simply select each of the colored blobs and shade them properly to give it a finished look.
