That's because your hair had too many yellowish shades in it, you should have toned your hair greyish ^^ if it's still green you should try putting on a purple hair dye with a little blue hair dye mixed in it, that should turn your hair blue! ^^ (yellow+blue=green ; green + purple with a little blue shade= blue )

Well, there is white toner, but that doesn't lighten your hair color, it makes it white-ish/grey-ish

Yeah I actually bleached it twice for a long time
It was a bit orange but I didn't think that would affect it.

Orange is not good, it should be light blond
I think these semi permanent called dyes like Directions or Special Effects last lot longer on hair than those that are called permanent. permanent dyes always washed out of my hair after 2 weeks, but these blue dyes always stay in my hair for a long time ^^
