You still make Mugen? All I can say is that beginning programming in Mugen is always a hard start, but if you start at the right places for feedback and don't use ads there for downloading your characters, you will get good criticism on what to balance or fix on your characters.
Personally I think it's always sad when someone wants to make Mugen but gets bashed for everything they do just because they have a bad start on doing so.

Just search "How to vector ponies" on deviantart and I'm sure you'll find something. Lots of people use Inkscape.
