Check your sources before you jump to conclusions. Accusing artists of not making their art is a pretty big asshole move unless you're actually 100% sure it's not theirs. There's always a report function for that, just so you know.
The art from League doesn't just make itself. Jasonchan did, in fact, make those.

This is 100% fact. You can easily check his actual website ( www.jasonchanart.com ) and see that he works on several concept arts and the like, including work for Bioware (Dragon Age, Mass Effect), Wizards of the Coast (Magic the Gathering), and many others, including League of Legends. Very dick move, Kelsed. As toxidic already said, please check your sources.
