i want to know something
I have a CoH toon/char that i am trying to fix his look/background and when i'm done is it possible to have him done(hope i'm using the right word there) by you?

Absolutely.
I'll go you one better: I have actually used our collaborative art process to help people who are in your situation: trying to create the right look and backstory for the character they'll be playing for the next several months.
In the Gallery is a pic called "The Zealot." This is the result of just such an exercise with a client who played EQ2. Once he exacted the commission, we worked through email on the character's backstory and personality, then based on that I was able to give him a few suggestions regarding costuming.
My background in the arts, mythology and world religions may not be good for a lot in the real world, but I'm finding increasingly that it is EXCELLENT for this!

Can I just ask what program(s) you use?
You don't need to tell me, I know some people don't like to reveal their tools of the trade, which is understandable =]
I'm just interested, as I recently decided to try and get into the 3D and Animation category, and am wondering which programs are the best to try and learn.
So far I haven't learned any
But I've bought Autodesk Maya and 3Ds Max...are they any good if you can use them properly?

Maya is the industry standard. Period. It is a BEAST! In the right hands, Maya can be made to help an artist produce amazing imagery.
But, like I said, it is a beast... just a huge program.
I use Photoshop, Poser 7, Hexagon and ZBrush, mainly. It's just quicker for me to jump around a bit... especially since I'm not trying to actually animate anything... YET!
