I think I've improved greatly but I suck at taking pictures of my art so I can post them. How can I submit my art when the pics are so blurry?

If they are blurring it's either the amount of light you're capturing OR that the camera isn't steady. You can use a scanner, if you have one it's always best to use it rather than take pictures, but you CAN take photos of them. When you take pictures you need to make sure you have a good lighting. Natural light is always best. So you can go outside or you can set it on a table by a window. Then make sure your camera is steady and your settings are set correctly for the situation. If you can't take it outside with natural: light shine TWO light sources (flashlights or something like them) ACROSS the page over the top of them from opposite directions not actually ON the page, that creates a glare on the page.
