I still take general requests but not personal ones.
Generally I prefer to avoid making stamps or badges regarding things that don't apply to me personally (y'know: fandoms, OTPs, political views, subcultures, etc) because users assume they represent me personally and I have to clean up all the fallout.
So sure, you can put in a suggestion for a stamp you'd like to see! I won't berate you or mock you for it. At worst, I will politely decline. At best, you get a kickass stamp!

Not really gorgeous or anything, just in one eye (half brown, half blue). So HELL YES
I can't use that image though, it doesn't appear to belong to you (it's stamped) and it certainly doesn't belong to me, so using it would be infringement. It won't be hard to pixel and animate something though, which I would prefer to do anyway!
Might even do a couple versions (human eyes, and animal eyes).

Except it isn't always. The rules of copyright, Creative Commons, and the rules of Fair Use makes the legal standing of fan art too broad to summarise in a stamp.
Selling fan art is legal if everything contained in it - the art, the pose, the layout's design, etc - are original and created by the artist or used legally.
Selling fan art is ILLEGAL if it makes use of any original assets (screenshots, tracings, scans) or trademarks (such as show names), as well as using illegal resources (such as making manips using photos of actual actors the artist didn't take, and/or without the subject's permission).
Fair use allows the creation and dispersal of reviews or fan art for the purposes of satire or critique, also, which allows for the use of trademarks or snippets of gameplay/show/etc for analysis.
One cannot copyright the clothing a character is wearing or a hairstyle. "You can tell it's that guy" isn't sufficient for a legal department, they would have no standing in court (assuming they could be bothered to take it there).
I think Comicon and several other fan cons would be very empty if artists and designers couldn't share anything they'd personally created in honour of another's IP.
Oh and also, because that doesn't involve a specific username or OC, and could thus be used by anyone, this does count as a suggestion, so you totally do not need to commission it.

Ah, I see. In certain franchises I know. It states if someone is making a profit because of their work, it's illegal. Since this came up in a lot of things I know, I figured it was like that everywhere.
If I understand correctly, the people who trace over screenshots/mangascans but color it different, is counted as illegal, then, yeah?

As tracings, yes, it is. In fact, irrc, it might even technically be illegal to make them, let alone sell them. Like most fan art though, it is usually allowed because it is essentially free positive, word-of-mouth advertising, which tends to have a lot more value to people than anything from their marketing department. If they feel it is inappropriate, they may request a removal, which (if not met) may lead to a fine or further legal actions.
Internet is a very big place though, so unless you make it big, most of it will go unnoticed. And plenty of corporations will also operate on underhanded copyright violation in the hopes they, too, will manage to skirt it (Target's been caught at least once I know of, plus another US store chain... was it Hot Topic? Now I'm not so sure I'm remembering right)
Creative Commons is excellent for many people because, depending on the clauses you use, you can give permission to everybody and anybody to modify, improve, or draw from your work, requiring that they credit you. CC clauses may or may not have specifications for what can be sold, if anything For example, a CC condition may be that you can do anything you like with the work - change it, zip it up, and share it - SO LONG AS it is always free. LINUX (the OS) and the GIMP (digital paint programme) both carry, or carried, that clause.
Of course this really depends on the individual rights as held by the IP owners, as well as copyright laws in the differing countries. UK, North America, and Australia (plus New Zealand) follow very similar, if not universal, copyright laws. External countries (such as Sweden, home of the now defunct piratebay) have their own, which is why they can become havens for piracy servers (the copyright is harder to enforce over the border).
