Yesterday I was playing the Pokémon blue in an emulator and I read the pokedex description of dratini. "Long considered a mythical Pokémon until recently when a small colony was found living underwater." Then I started to think: what if what determines that a Pokémon is legendary is its rarity instead of its power?.

Well, it's not rarity because I beeeliiieve in the games they made clear(if it wasn't just the anime) that multiples of a legendary can exist.

I have forgotten that there are at least 2 arceus, 3 Mew, 2 Mewtwo, 3 or 2 lugias, innumerable celebi, latios and Shaymin. Besides a new Entei is born for each volcano.

I have played several Pokémon games in emulators. I vaguely remember descriptions of each legendary because they were the most difficult for me to catch.
