Paint Tool Sai to paint, and then Photoshop CS5 to add effects and tinker with colours afterwards I'm not very good at painting with photoshop, I prefer SAI. If you're interested, I was thinking of putting my updated sai brushes up here soon! ^^

Oh, that is unfortunate! No it's not on iPad I'm not sure about art programs for apple products. I only use android and windows products.
